Bobby E. Musah

Partner & Head of Investment Climate, Economic Reform and Development Advisory Practice

Bobby E. Musah is a senior economic reform, investment climate, and development finance specialist with more than 18 years of experience advising governments, multilateral institutions, development partners, and private sector stakeholders on policy reform, economic governance, institutional strengthening, investment promotion, and private sector development. He has a distinguished track record leading complex reform initiatives, mobilizing strategic partnerships, and delivering advisory programs that strengthen competitiveness, attract investment, and drive inclusive economic growth across emerging markets.

Mr. Musah recently served as Operations Officer and Programme Manager with the International Finance Corporation (IFC), a member of the World Bank Group, where he leads advisory initiatives focused on business climate reforms, trade competitiveness, agribusiness value chains, financial inclusion, investment facilitation, and institutional capacity development. He has managed large-scale donor-funded programs, including a USD 5.8 million private sector development facility, and has supported the design and implementation of reforms that improve regulatory effectiveness, strengthen investor confidence, and promote sustainable private sector-led growth.

Over the course of his career, Bobby has held senior advisory and Task Team leadership positions with IFC/World Bank Group, USAID-funded programs, and the Government of Liberia. His expertise spans investment climate diagnostics, legal and regulatory reform, public-private dialogue, macroeconomic policy, development finance, economic governance, trade facilitation, monitoring and evaluation, and institutional reform. He has successfully engaged senior government officials, development finance institutions, international donors, financial institutions, and business leaders to advance reform agendas and unlock investment opportunities.

Prior to joining IFC, Bobby served as Senior Economic Policy Expert under a USAID-funded economic governance program, Consultant Economist with the World Bank’s Macroeconomics, Trade and Investment Global Practice, and held progressively senior positions at Liberia’s Ministry of Finance and Development Planning, including Director of the Economic Policy Unit. In these roles, he led economic policy formulation, macroeconomic analysis, fiscal reforms, public sector modernization efforts, and strategic engagement with the IMF, World Bank, African Development Bank, ECOWAS, European Union, and United Nations.

Bobby holds a Master of Public Administration in Development Practice from Columbia University (USA), a Master of Science in Finance from the Bristol Business School (United Kingdom), and a Bachelor of Business Administration degree from the African Methodist Episcopal University (Liberia). He has further strengthened his expertise through executive and professional training in project management, development finance, impact investing, macroeconomic forecasting, sustainable investment, and economic policy analysis.

He is a Member of the Project Management Institute (PMI) and Associate Member of the Charter Financial Analyst (CFA) Institute. He also serves as an Adjunct Faculty member for the Graduate Gender and Sustainable Development Program at the African Methodist Episcopal University in Liberia. His published work includes contributions to World Bank economic updates and policy research on economic diversification, private sector development, agricultural value chains, and sustainable development.
